Oversees the implementation of the Nutrient and Odor Management Program in Pennsylvania. Provides technical, administrative and programmatic guidance to program participants, district staff and boards, the press, ag industry representatives and the general public. Supervises Nutrient Management Program activities assigned to program staff in the development and implementation of the certification and education programs and statewide general implementation activities of the Nutrient Management Program. Oversees program policy and regulation development and future program direction. Assists with the legal issues related to the program and activities involving the Environmental Hearing Board.
