Union County Conservation District is accepting applications for the position of
Regional Chesapeake Bay Engineer, serving the Middle Susquehanna Valley
(Centre, Clinton, Columbia, Luzerne, Lycoming, Montour, Northumberland, Synder and Union). This position plans, designs, and implements best management practices to solve environmental problems related to nutrient management and water quality on agricultural operations.

Bachelor degree in Civil or Agricultural Engineering or a related field required. CAD,Survey, Timber frame or Concrete Foundation Construction experience a plus. Engineer-In-Training (EIT) Certificate required within one year of employment. Valid PA Driver’s License required.

The position requires an immediate fill and is located in Lewisburg, Pennsylvania, but will also work in the Regional NRCS office in Bloomsburg and the supported counties as needed.

CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: CONSERVATION DISTRICT ENGINEER

PURPOSE OF CLASSIFICATION
The purpose of this position is to plan, design, and implement best management practices to solve environmental problems related to nutrient management and water quality on agriculturaloperations.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Develops concrete and timber-frame structure projects; calculates parameters and materials needed; drafts designs; organizes design packages Works with farmers operating animal (diary/beef, poultry, egg) and field crop operations, general contractors, federal and state officials to design, implement and inspect Best Management Practices (BMPs) for agricultural operations.

Writes construction contracts; evaluates and awards bids; organizes, attends and participates in pre-construction meetings; oversees and approves contractor work for compliance with project specifications; conducts field tests; approves completed work for payment; modifies contract documentation as appropriate.

Trains other staff members regarding computer aided design and engineering matters.

Prepares or completes various forms, reports, correspondence, charts, spreadsheets, inventory and evaluation reports, engineering drawings and specifications, design calculations, expense reports, or other documents.

Receives various forms, reports, correspondence, logs, inventory and evaluation reports, engineering drawings and specifications, nutrient management plans, survey data, design calculations, PA One Call, policies, procedures, directories, reference materials, Federal (NRCS) Technical Guide Standards, national building codes and construction manuals, soil surveys, NRCS standard detail drawings, national agricultural handbooks, manufacturer’s literature, websites, or other documentation; reviews, completes, proofreads, processes, forwards or retains
as appropriate.

Communicates with supervisor, County employees, farmers, landowners, contractors, equipment suppliers, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession; monitors legislation, ordinances, rules and regulations affecting department operations; reviews professional publications; attends and/or makes presentations at conferences, workshops, and training sessions as appropriate.

Operates a vehicle, a personal computer, general office equipment, computer-aided drawing equipment, or other equipment as necessary to complete essential functions, to include the use of CAD software, word processing, spreadsheet, database, or other system software.

MINIMUM QUALIFICATIONS
Bachelor’s degree in Civil or Agricultural Engineering or related field; supplemented by one (1) year(s) of experience in project management, engineering or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Pennsylvania driver’s license. Must possess an Engineer-In-Training certification.

ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Tasks may involve walking on uneven terrain.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, animal/wildlife attacks, animal bites, disease, or pathogenic substances.
